Clough win $600m LNG contract
Clough has been awarded the infrastructure construction contract for Santos’ GLNG project in the Surat Basin.
It will see the contractor build more than 400 kilometres of gas and water transmission pipelines, and two compression facilities, as well as an 800 person camp.
The contractor will also expand existing compression facilities.
Construction work is scheduled to begin this month, and at the peak of operations employ around 650 people.
“This is a significant project award and represents a breakthrough for our recently established coal seam gas division into the expanding coal seam gas industry,” Clough CEO John Smith said.
GLNG is a project aiming to convert coal seam gas into LNG for export, and is part of Santos’ clean energy drive.
It sources CSG from the Bowen and Surat basins then transports it, via a 420 kilometre underground pipe, to a two-train LNG plant on Curtis Island.
GLNG is a joint venture between Santos, PETRONAS, Total, and KOGAS.

Coal exploration his record highs, ABS says
Despite uncertainty in the market, coal exploration has hit record highs, Australian Bureau of Statistics figures show.
A report yesterday showed that more than $207 million was spent on coal exploration in the June quarter, far above the previous record of $122 million in the December quarter, the Sydney Morning Herald reports.
This close to double the previous corresponding June period, and comes on the back of a 33% jump in thermal coal prices forecast for the next 12 months, and a 50% hike in the prices for coking coal.
Iron ore exploration nearly doubled for the quarter, to $214.7 million.
Total exploration for the quarter was also a new high, sitting a $907 million, up nearly a third from $650 million three months earlier.

Mining boom fuels trade surplus
CHINA and India's demand for Australian mining riches has kept the country's trade surplus at $1.8 billion.
Official figures released yesterday showed the trade surplus for July was broadly unchanged despite a 0.9 per cent drop in the value of exports - much of it a result of the delayed recovery from the Queensland floods, which hit coal production.
The fall was counterbalanced by a 0.9 per cent drop in the value of imports.
It is the fifth consecutive month Australia has recorded a trade surplus, where the value of exports outstrips the cost of imports.
Most economists expect the gap to widen as exports increase above the $26.4 billion recorded in July, with commodity prices forecast to remain at record highs.

Operation shut over asbestos fears
Canberra's construction industry could face weeks of delays, with plasterboard distributor Boral shut down yesterday over fears for the safety of workers.
Late yesterday, WorkSafe ACT issued the Barrier Street plasterboard distribution centre with a prohibition notice, forcing the company to immediately close its doors.
For months the agency had been working with Boral over fears crumbling asbestos walls in the ageing Fyshwick building were placing workers in danger.
Work Safety commissioner Mark McCabe said company practice was to stack plasterboard against the asbestos walls. Workers reported fork lifts regularly struck the walls, breaking asbestos sheeting apart.
As The Canberra Times revealed last fortnight, WorkSafe ACT had ordered a clean-up of the site and had also issued an improvement notice.
It also required the company to conduct regular tests to ensure workers were not put at risk and ordered Boral to screen workers for any exposure to the dangerous substance.

RIO INVESTS IN PILBARA IRON ORE WATER SUPPLY
Rio Tinto will invest more than $300 million to ensure a water supply for its Pilbara iron ore operations.
The coastal water supply project, which will involved the construction of a new borefield and pipeline system, will be completed by the middle of 2013, and provide enough water, around ten gigalitres annually, to accommodate the expansion of annual production up to 333 million tonnes.

DAM AND PIPELINE PROPOSALS FOR GALILEE BASIN
The Queensland government is looking at private sector proposals for the $4 billion development of a new wharf at Abbot Point and dam in central Queensland.
The government said the projects were an important part of the development of the coal rich Galilee Basin in western Queensland.
One of the major constraints to activity in the basin is its lack of water, which the Government hopes will be solved by the $2.6bn Connors River Dam and pipelines proposal
The development will include a 49,500 megalitre dam and two pipelines.

QLD STRUGGLES TO MEET RESOURCE JOBS BOOM
Thousands of jobs in the mining industry are up for grabs in Queensland thanks to the resources boom, but the state is struggling to meet the demand.
Premier Anna Bligh estimates that up to 3500 vacancies are unfilled.
"We estimate there are up to 3500 vacancies right now in the resource industry and we intend to make sure that as many Queenslanders as possible can take them up," she told Couriermail.com.au.

Coast a top hub for fly-in fly-out miners
THE Gold Coast ticks all the boxes to be a hub for fly-in fly-out mine workers, according to BHP Billiton Mitsubishi Alliance.
BMA asset president Steven Dumble said several cities in Queensland, including Cairns, were courting the company but the Coast was a front runner.
Mr Dumble said any proposal for a fly-in fly-out base would be measured against three criteria: available air transport infrastructure, community support and available workers.
Given the city's high unemployment rate of 8.1 per cent, there is little doubt many Gold Coasters would be willing to work in the mines.

BLIGH SLAMS GREENS COAL SEAM GAS STANCE
Queensland premier Anna Bligh has said the Greens must accept the science on coal seam gas just like it does with climate change.
It comes after Greens leader Bob Brown questions whether using coal seam gas would reduce global emissions, AAP reports.
"There is absolutely no doubt that if Australia wants a cleaner energy future, then gas has to be a part of that and it has to be a part of our transition," Bligh stated.

LEIGHTON TO SELL HWE TO BHP
Leighton Holdings has signed a Heads of Agreement for the sale of HWE Iron Ore to BHP Billiton in Western Australia.
David Stewart, Leighton’s CEO, said BHP’s intention to move to an owner operator model is well known and the sale of HWE and its assets is a positive for both companies.
“The Heads of Agreement relates to the mining equipment, people and related assets that service the Area C, Yandi and Orebody 23/25 operations. The three operations collectively account for around 70% of BHP Billiton’s iron ore mining in WA and currently represent around $1.1 billion in revenue and $1.4 billion worth of work in hand for Leighton,” Stewart said.
The sale is estimated to be around $705 million.

PIKE RIVER INQUIRY: SAFETY RECOMMENDATIONS IGNORED
The Royal Commission of Inquiry into the Pike River tragedy has heard a federal MP ignored recommendations to improve safety in the mine, and others were delayed for over a year.
The recommendations on how small mines could improve safety standards in New Zealand detailed in a briefing paper in 2009 were ignored by Labour Minister Kate Wilkinson, the inquiry has heard.
The Department of Labour workplace health and safety policy manager James Murphy made the claims under cross-examination yesterday.
Wilkinson disagreed with the paper’s recommendations for better regulations that required smaller mines to document health and safety systems and hazard management plans.
She also did not agree to introduce check inspectors, or improve the code of practice for employee participation specifically in the mining sector.
Instead, the MP for Waimakariri decided that the department would work on a "strategic approach" to improving employee participation in health and safety.
But by the time Pike River experienced the explosions on November 19 last year that killed 29 workers underground, work on Wilkinson’s version of improvements had not started, Murphy told the inquiry.
The recommendations came from a 2008 review into improving health and safety hazard management in underground mining which was read at the hearing.
"Overall, the estimated impacts are slight and the potential safety benefit is significant, as it could avoid a tragedy similar to one of the fatalities in 2006," the review stated.
The department employed only one underground mine inspector nationwide, with one vacancy after the second inspector resigned a few weeks ago, Murphy said.
In 1998 there were seven specialist coalmine inspectors, and in the 90’s the industry scrapped the mining inspectorate’s at mines in New Zealand.

FIFO DEBATE CONTINUES: PROTESTS EXPECTED
Fly-in fly-out workers may decrease significantly in coming years, as the industry focuses on better health and safety of its staff.
The Central Queensland News snapped photos this week of men power-napping on concrete paths and benches at the Emerald Airport, most likely on their way to or from a stint on a mine.
Queensland Mining Communities president Kelly Vea Vea told the News was unsurprised by the men napping in the cold and said it has become increasingly common at airports with links to mines.
“Well, I suppose I’m not surprised because these companies are forcing people into these FIFO and drive in, drive out conditions without mitigating against the issue of fatigue management,” she said.
The topic of FIFO workers and the effects of the work schedule on miners, families and communities has been a hot topic of late.
While some companies are still employing the majority of their staff on FIFO contracts, the majority are acknowledging that it should be a last resort and mixed in with different kinds of workers.
Gervase Greene from Rio Tinto told Australian Mining earlier in the year that the companies are only incorporating FIFO where necessary.
“We do not see FIFO in isolation and don’t think others should,” he said.
“Its part of the balanced range of options we offer our workforce in the extremely competitive market for labour, and we have found that offering sweet options is much more successful in attracting and maintaining personnel.
Central Queensland University chronobiology and sleep Associate Professor Dr Naomi Rogers told The Central Queensland News the resource industry needs to adopt a standard fatigue management plan to replace current guidelines.
She said guidelines were “a good start”, but urged mining companies to introduce a standardised plan to minimise potential harm and fatalities as a result of long working hours.
“When a worker checks out of their room at the camp for their final shift before they go home, they immediately lose that room when someone else checks in so they don’t have the chance to rest before they drive the seven or eight hours home to their families.”
“The accommodation shortage has a direct link to worker fatigue, and as a result, they are sleeping in cars, on the side of the road, or wherever they can.”
Rogers said the coronial inquest into the deaths of Norwich Park and Blackwater mine workers were the first real investigation into the dangers of fatigue.
She wants the study findings to be presented at the Queensland Mining Health and Safety conference in Townsville later this year to move toward fatigue management reform at mine sites.

Four NSW Central West councils are gathering to create a mining trail tourism route.
The original proposal, developed by Rio Tinto’s Northparkes underground miner, persuades visitors to see mine sites around Orange, Parkes, West Wyalong and Cobar, according to the ABC.
Tourism managers from the four councils met yesterday to investigate the idea. Katrina Dwyer, Parkes’ tourism manager, explained that there is a growing interest for mining based travel.
"It's becoming a real topic for people to become interested in," she said.
"Not only just self drive tourists but also school groups. So it's really good education, looking into the history of mining and the impact it has on the region and also how current mine sites operate and the spin off benefits they have for communities."
The Central West has looked to increase its number of tourists recently, but have labelled the lack of accommodation as a major point in developing the region, and in luring new residents as part of the EvoCities initiative.

The original proposal, developed by Rio Tinto’s Northparkes underground miner, persuades visitors to see mine sites around Orange, Parkes, West Wyalong and Cobar, according to the ABC.
Tourism managers from the four councils met yesterday to investigate the idea. Katrina Dwyer, Parkes’ tourism manager, explained that there is a growing interest for mining based travel.
"It's becoming a real topic for people to become interested in," she said.
"Not only just self drive tourists but also school groups. So it's really good education, looking into the history of mining and the impact it has on the region and also how current mine sites operate and the spin off benefits they have for communities."
The Central West has looked to increase its number of tourists recently, but have labelled the lack of accommodation as a major point in developing the region, and in luring new residents as part of the EvoCities initiative.

Anti-coal lobbyists in Western Australia are warning that Esperance may be threatened by a coal rush.
Currently, Blackham Resources has announced a 20% increase in its potential resource at its Scaddan coal to liquids project, according to the ABC.
The miner believes it will now have the potential to produce more than 860 million barrels of oil equivalent and is planning to carry out a feasibility study for the project.
However, the NO COALalition convener Brent Watson believes the Esperance community should begin a campaign similar to that which his group carried out in the Margaret River region.
“Don't forget we are talking about the first part of the first mine, for the first coal miner, we are talking about the precedent, you are talking about the beginning of the coal rush,” he said.
Esperance Shire president Ian Mickel said that while the resource increase will have an impact on the area, there were not a lot of downsides to the coal-to-liquids process.
“There are limited concerns as the mine does not have sensitive properties and jobs will be created in the process,” he told the Esperance Express.
The Margaret River region has been a battle ground over the last few months as coal miner LD Operations, which has put applications forward to explore and mine in the region, has seen protests against the proposal.

Recent weather setbacks have done nothing to undermine the resources sector’s confidence in the ability of Queensland to continue to be one of the world’s great minerals and energy provinces.
Chief Executive of the Queensland Resources Council Michael Roche told a conference in Mackay today that the sector pumps $707 a second in payments into the Queensland economy, contributes around 21 percent of Queensland’s gross state product and is directly or indirectly responsible for one in every eight jobs in the state, but nearly half of all jobs in the greater Mackay region.

COURSE DESCRIPTION:
This course meets the requirements for certification as a Workplace Rehabilitation and Return to Work Coordinator in Queensland as specified in the Workers' Compensation and Rehabilitation Act 2003.
The course includes the following units of competency:
FNSWCMP303A - Work within the workers compensation industry sector
PSPIM405A - Develop return to work plans
PSPIM406A - Implement and monitor return to work plans
WHO IS THIS COURSE FOR?
If your employer has wages in Queensland of $6.507 million for the preceding financial year or are in a high risk industry with wages in Queensland for the preceding financial year of $1.981 million, you must:
1. Have a workplace rehabilitation policy and procedures accredited by Q-COMP which outlines
your commitment to assist injured workers to access necessary treatment and rehabilitation
specific steps you will take to achieve safe, timely and durable return to work.
2. Appoint a rehabilitation and return to work coordinator (RRTWC) registered with Q-COMP who will:
initiate early communication with an injured worker
develop the suitable duties program with the worker and their employer, in line with the current medical certificate.

Qld floods keep focus on mining sector
The Queensland floods will keep the spotlight on the state's mining sector, particularly the all-important coal plays.
The bad weather could actually be a boom for the company, with prices of coal set to skyrocket because of a crash in supply, and as long as Coal Allied can keep supplying the market, it will remain in good shape

Due to the Flood Crisis in Brisbane, the Generic Mining Induction course that was to be held in Brisbane on January, 13th - 14th has been rescheduled for the Logan City area on January, Monday 17th - Tuesday 18th. Other courses are available on the Gold Coast and Sunshine Coast. OHSA would like to express our apologies for the obvious inconvenience this has caused to our clients.
